1). Gears of War is First Party now, Black Tusk is on it
2). GTA? Not gonna happen Already made enough money. Being a timed exclusive can only hurt Rockstar/Take-Two
3). That's the truth. Securing a big 3rd party title is simply impossible unless you pay way too much. Already existing franchises also are less likely to go exclusive due to hurting the franchise.
