I don't think (relative to the 360) it will do as badly in the EU as the 360 did in Japan, but as a whole the X1 is doing pretty poorly over here right now.
Once it releases in its 2nd/3rd tier countries it should see a weekly boost, but it won't be hugely significant. MS haven't held off on officially releasing in those regions despite having plenty of stock for teh lolz, they know full well they are minor markets for the Xbox brand.
Still, we're only a few months into the 8th gen, anything(ish :p) could happen.
