I don't think it'll hit 360 Japan levels, but it'll still do really badly. The majority of its European sales come from the UK and even there, the Xbox One hasn't done well. I think its performance will be closer to 360 Japan numbers than the 360 Europe numbers.
People can say what they want about how the Xbox One has not been released in other parts of Europe yet. However, much of the "2nd tier" European countries have already been selling Xbox Ones through imports. The thing is that no one is buying them, so officially releasing the console in those countries will make minimal impact.
