Yes, until they patch the PC version.

Nvidia probably paid them off not to optimise it for AMD.

Ubisoft signed a deal with Nvidia that more or less made it impossible for AMD to compete in the PC space. AMD recently complained about it, and rightly so. It's as bad as Microsoft's parity clause.
