I don't think it's necessarily that they are making it for 7th gen consoles as well, but more that their resources are being spread over a total of 6 systems. You can't really optimize a game to its full potential when you are trying to do the same thing with that many different systems. The fact 3 of those systems have rather unfriendly architectures doesn't help (excluding PC, that's a whole different beast).
Still, it's without a doubt the most impressive 3rd party game we've thus far seen on next-gen systems.
