But you could do it in a smart way. Start using this only with the yet-to-be-done roadways, and upgrade the rest of the roads when you would repave them.

It could be done, but what would be the budget for this? There is almost 7 million kilometres of paved roadway in the US. It would cost trillions to build this. 

But over how many years? 20? 30?

And don't forget that the more it is used, the cheaper it will become, plus you can also sell the rights to market the electricity produced by them in advance.
