Metal Gear Solid 3: Snake Eater on 3DS is comparable to PlayStation 2 version with minor differences in detail between each other as they trade minor blows to each other so its a tie overall. MGS3:SE was released on PS2 over four years after PS2's launch and uses the same engine as MGS2:SoL which released what like one year after launch of PS2(?). Not to mention that difference between architectures of PS2 and 3DS is huge and not to mention that ports as usual do not have budget of a brand new game.
Tekken 3D: Prime Edition on 3DS looks considerably better than Tekken 4 in detail from textures, models to detail of levels, effects and so on then we have Monster Hunter Tri Ultimate and 4 that visually blow away original Monster Hunter and its sequel on PlayStation 2 in every way from textures to draw distance to polygon count to effects and so on and on... Original MH was released four years after launch and its sequel six years after. MHTG was released in 2011 and MHTU 2013 while MH4 in 2014 for 3DS...
You said that Resident Evil Revelations is technically less demanding compared to Resident Evil 4 on PlayStation 2 as it is simply not true at all since RE:R is technicaly and visualy ahead also for example RE:R uses effects that are being used on Xbox 360 and PlayStation 3 such as HDR which vastly improves realism when comes to lighting then per-pixel lighting, surface effects and specular highlights, etc....
These kind of things you simply can not do on PS2, maybe on Wii by emulating the effect via fixed function and if you have enough processing power to achieve things such as AO which is basically a DX10-11 effect or Tesselation on PS3 or Xbox 360 with help of CPU to achieve it.
