If Sony paid for these games to be ported they shouldn't have even bothered.  If people wanted them on the Vita they could have easily, and probably did, purchase them digitally from the PS Store one of the many times they've been on sale.  I'm also not sure which, but one of the two was available free on PS+.

As for amazing for their time?  I don't agree that even when they were brand new they were amazing.  The GTA 3 style GTA titles have always had an awful lock on which makes combat close to unplayable.  If you haven't played it, check out Scarface the World is Yours or Driver Parallel Lines, both on the PS2 and Xbox, and both of which were later ported to the Wii.  Driver Parallel Lines had a good storyline, great city design, and while the gameplay used auto aim, it's usage was as good as games like Tomb Raider.  Scarface the World is Yours has probably the worst city design of a sixth gen open world game, but a lot of explorable areas within the game, really good missions, and amazing gameplay with extremely fluid third person shooting combed with auto aim that was ripped off and later used on GTA4, GTA5, and RDR.  Just my opinion, though.
