I wouldn't want to call it right now. Both will receive games that'll appeal to the Japanese market, but the focus of games more orientated to japan, such as jrpg's, will probably be handhelds and smartphones.

As people have said, the ps4 will get many more big third party games and will be a compelling option. However, the Wii U looks good too. Hyrule warriors, bayonetta 2, smash bros and pokken are all the kind of games that do well in Japan, and arguably the kind of games they might prefer to play on a home console. Nintendo's actually catering well to Japanese tastes so, when things start moving, I imagine many Japanese won't feel that there's shortage of games on either system.
