This is exactly it!
It's too early to call that. PS4 is not selling very well in Japan yet because there is hardly any games attractive to the Japanese audience. Japan is VERY SENSITIVE to system seller game franchises.
So without franchises like Mario, zelda, final fantasy, pokemon, tekken, virtua fighter, dragon quest, monster hunter, Yakuza, Resident Evil, Kingdom Hearts etc... you cannot expect to move hardware! It's completely expected what is going on right now!
