Why?  UC3 was finished in late 2011, assuming they took a short break this game started development at the start of 2012.  

With all the people that left ND or the project, the game might be going through a lot of changes.

It could be ready by 2015, we'll see.

2014 actually makes a lot of sense. By then the game will have been 3 years into development. Although 2015 makes even more sense since It's a new console and it goes with the pattern of releasing a game every 2 years.
