People are not saying that, they are just some members, probably very jelous of PS4 selling numbers in NA and Europe, where the Market really matters. PS4 continues to sell a lot better than XBone in NA and previous week PS4 sold 4 times as much as XBone in Europe ! Also, previous week PS4 sold more than WiiU in Japan and in the Global is squashing its competitors, as usual.
We are now in the ''very low season''(March,April, May); videogames history teaches that these are the months with the lowest selling numbers, so it's normal to see lower figures this time of the year. If you add that Japanese are not anymore into Consoles gaming since 'the game experience' shifted a lot to the west, so much more west oriented, and that PS4 was just released 3 months ago in Japan and no big sellers are available, and you have the reason why it's not selling very well. But also WiiU, which is the most 'japanese' console among the others, is selling less than PS4 ! I'm amazed that some can't yet realize that and continue to start laughable Threads about PS4 and Japan.
