Sony owns the IP, so they have the final say on all major decisions related to the game (including the platforms). What most likely happened is they asked Sony if they could make another, to which Sony said yes they could but that they wouldn't be willing to fund it. That's why Harmonix are using kickstarter to get funding.

It's not particularly surprising Sony wouldn't want to fund it themselves. They are already spending several million on the development of new PS4 titles, it wouldn't be wise for them to add to that amount by backing a pretty obscure IP like Amplitude that isn't guaranteed to make its money back.
