I don't consider the low popularity of spin-offs as a surprise, honestly. Final Fantasy is all about the main series, with only a few gems on the spin-offs. And these gems are on the list (Tactics and Crisis Core). Dissidia is pretty fun too.
And FFXIII is not the lowest-rated main game. Ha, take that haters! Though I'm a little surprised that VIII is so high on the list...
