While you seem to hint on knowing how it works I'll just elaborate and say it 1080/30fps/60fps is not a fixed target. Ever. The PSX can render a game at 1080p/60fps. If your entire game is only made up of a few oranges though. Like 3 or so. These consoles can run 1080p/60fps games, it sjut sthat the assets used in making games become more and more demanding every passing year. 

I firmly believe that by the next generation of consoles, we may finally reach a point when increase in hardware performance doesn't show doesn't show any difference in software performance. Thats assuming that the PS5 for instance will be at least 10 times more powerful than the PS4 is now. In truth, we will probably get there with as little as a 6x increase in power from the PS4 to the PS4 if you look at what goes into making a game. So having 4k/60fps shouldn't be a problem for next gen.
