Yes the PS4 can be found in big retailers for about U$1600 however there are smaller stores that are selling them already for U$700

Yes grey market. Most of the videogame consoles in Brazil have always been sold through the grey market, this time Microsoft made a big enough push that it  got the Xbox One out at a price point that made the grey market, at least intiallly, unable to compete with. An educated guess on my part would be that 90% of all the PS4s in country are from the grey market, while 90% of the Xbox Ones are from the legal one (considering buying trends and price competitiveness currently on the market).  

How come Sony wasn't that smart?


They didn't had stock for the release is rumour... just 10k consoles for the whole launch window. Them the boss in Brazil decided to make this "prank" after we hearing some kind of a promisse for PS4 to be released here for like R$1000,00 (equivalent to US$400,00)... but they probably know that grey market would be a lot bigger and that would help their US sales numbers and the lack of brazilian sells would push people to complain about taxes that could help them in other fronts.
