I think Microsoft started to believe all the "Xbox will win next gen" hype that was being thrown around. Otherwise, A) they would have realized that the popularity and appeal of Kinect 1.0 had plummeted and, A.5) based on that, if they expect people to pay $100 more for Kinect 2.0, they'd better have some fantastic Kinect content ready to go from the start.
I'm not really sure what they thought would happen but clearly it was something removed from reality.
