Just to be clear - you'll get a game over at 2 different points:
1. If you don't complete the prologue (almost impossible to do unless you sleep through the entire thing)
2. If you don't get Totori's licence extension on whatever date that is (can't remember).
The time limit for Totori's licence extension is super lax. I think it's like the 4th year or something. You can get up to the rank you need to be in like a year and a bit and then just faff around exploring for the rest of the 3 years, if you wish.
iirc, there's also a bad ending if you don't finish the main storyline involving her mum too. But at that point the game ends automatically anyway (I think it ends Year 6 / Month 6 / Day 1), so it's not really a "game over" screen if that makes sense.
