They haven't been twiddling their thumbs away but they are apparently in development hell.

Multiple departures of key staff from Naughty Dog

Big layoffs and canceled new IP's at Sony Santa Monica

Lots of rumors that Uncharted 4 has had to be completly rebooted after Amy left.

All the delays surrounding Driveclub.

Sony has traditionally had some fantastic development and some of the best exclusive software in the industry but a lot of signs are pointing towards Sony not having the best of luck with transitioning their teams over to PS4 development.  All things considered The One has a better current list of software as well as upcoming software in my opinion. That could all change for sure, but after all the issues there has been in Sony's 1st party studios they need a VERY strong showing at this years E3 because I assure you MS is bringing the big guns.

multiple departures and cancelled IPs mean diddly squat.  Still more studios than your competitors means more 1st party titles in the long run.  least I heard, none of those studios were closing down..

You have to also look at who has already been utilized.

Sucker Punch JUST launched Infamous so don't expect a game from them soon

Uncharted is looking like its pretty far away considering the layoffs / very little info

Guerrilla put out Killzone only 6 months ago, and while I know they have another IP coming down the pipe it is most likely still at BEST a year away

Santa Monica just had a big chunk of staff layed off, one of their most important devs leave the company, and a big brand new IP canceled.

Now that isn't just doom and gloom for Sony by any means, and as I said they are traditionally very strong with software. They very well could come out and blow our socks off at E3 with tons of amazing reveals. That being said many of the big players seem to be quite a ways away from launching another game for the PS4.
