TSMC's 20nm wafers are worthless for the most part since it provides no cost reduction in manufacturing compared to 28nm. AMD is better off using globalfoundries and samsung's 14nm LPE as it provides better chip area scaling while giving higher performance or lower power.
I also highly doubt that HBM will be used as it looks like it's other competitor, HMC is gaining more traction and has more advantages in scaling capacity.
