Again a hard question. From my point of view, this is acceptable on two reasons.

1. People are living better since Putin get to power.

2. People support him.

From the law point of view they made it the way that its 100% legal. And since most of Russia support Putin we close our eyes on some things. ))
Btw, if I know correctly, Rusvelt also was a president 3 times, even against some American laws. Should you call him a dictator because of this?

Franklin Delano Roosevelt was elected president four times. He fully served three terms but died early on in his fourth term. At the time there was no law that said a president could only serve two terms. George Washington had set the precedent of only serving two terms at most, and it had been followed up until 1941 when Roosevelt was elected to his third term. Roosevelt brought the United States out of the Great Depression, led the US through WW2, and set the US up to be the most powerful nation on Earth. I personally regard him as the greatest president in the short history of the United States.
