That is part of the reason, however a large part of it is the marketing. Sony really failed to do that with R2 & R3. In a generation dominated by FPS games, an extra boost from Sony would have propelled the game to higher sales and may have lead to an Insomniac developed Resistance for PS4 (still crossing my fingers for a reboot).
