The way I understand it, is that there are 3 versions of the game:

The Retail version.

The digital version.

The PS+ version.

The retail and digital versions are both $60 and come will all the cars and tracks (as you would expect).

The PS+ version comes with a small portion of the cars and tracks and PS+ subscribers will be able to play this for "free" (Except for the PS+ subscription cost of course). However they will be able to buy the missing cars and tracks seperatly as DLC, with the option to buy the whole lot for $50. But of course with PS+, if you unsubscribe you lose access to any free games, which means that any DLC you own for that game can't be used. (No different to buying a retail a retail version of Call of Duty and buying some map pack DLC... If you then sell the game, the map packs you brought can't be used).
