You could argue potential, but I can't play potential. Aside from Nintendo Land, certain parts of Wii Fit Plus, and to a lesser extent, Zombi U, Wonderful 101, and Scribblenauts, there aren't really any games that make the Gamepad worthwhile aside from offscreen play. So, until the appropriate software comes out, I sadly can't say the Gamepad was a good idea or a good controller.

Off-TV gameplay makes EVERY game worthwhile. It is the sole reason the gamepad is perfect.

If off tv play is the only reason for it, then there would be no reason to bundle the gamepad.  If it is only for off TV play and is not integrated in to gameplay, it could be offered as an accessory.  Those interested in Off TV play could enjoy it, those who don't care could ignore it.  That would allow the system to be cheaper or more powerful.
