Sure a translator or two wouldn't be that expensive but the publisher has to make a profit so they budget the localization appropriately. Also translation isn't the only part of localizing a game



These days, translation is the biggest part of localizing, if they actually embraced digital. With digital there would be no need to make deals with retailers and manufacture physical copies, it would go straight to the PS store where people could buy it if they wanted.
