The cost of a port has nothing to do with the fact people are crying like crazy over a game they won't buy.
There is no doubt in my mind that CoD would sell better on Vita than on Wii U, but they would obviously have to port the engine first. It's such a pity Activision failed at porting the engine in the first try. Not only are all the games missing the platform, but we also got the shitty 5-month job that Declassified was. So much lost money on their account and so much fun lost on our.
Wii U is a GCN 2 - I called it months before the release!
