Right now, it certainly is being used as a PR tool in an attempt to off-set the PS4's horsepower advantage. When they really start in on "potential", it's always a sign to be wary. Remember how Kinect had so much potential for gaming?
This could change over time. 'The Cloud' might really offer some significant contributions down the line. However, until that comes to fruition, it's just smoke.
