As a person who hates Chie's Persona 4 VO but loved her P4G VA. I can confirm it's her. I've watched the second half of the P4 Animation at the exact same time as playing the game. She is the same actor. I believe they took some of the lines straight out the game too. Maybe not, but my point is, it is definitely her.
