Like I said before what is a shovelware to you is not for you neighbor, or me, or other VGC user or any other PS4 user.
From your examples I liked Street Fighter The Movie... I had a lot of fun with it... it is not even the worst Street Fight ever released.

It is an absolute fact that that is the worst Street Fighter ever released. If you believe there is a worse Street Fighter game, that's fine. You're just wrong.
And E.T. (one of my other examples), is the epitome of shovelware. Just because someone likes the game for whatever reason doesn't mean that it is not shovelware.

That's not what a fact is.
E.T. sold x copies is a fact
E.T. was released on the x of x 198x in the US is a fact
E.T. being a bad game or Street Fighter the movie the worst street fighter are opinions. Yes, they do represent the general concensus, but are by no means facts.
Even if a developer admits that his game is terrible, someone might have found it enjoyable/fun. I enjoyed episodes/seasons of tv series that both the actors and the writers of the show admitted hating.

99.999999999% of the time, I would never say something like I did is a fact. But I made an exception for those two games and I stick by them.
