I think Project CARS is for the GT/Forza crowd on Wii U, and maybe an alternative to GT/Forza on the Sony/MS platforms. Essentially car racing sim fans.
Drive Club is more like the Test Drive idea, more invested in the social experience. Probably some crossover, but probably also crossover with NFS or Burnout or basically the more arcady racing games.
