Is that even legal? He's the owner.

As part of the league, each owner agrees to abide by punishments levied by the commissioner (Ala Gooddell in the NFL).  To refuse to honor the decision by the commissioner, I believe is an additional breach of contract.  On top of that, an owner can be compelled to sell the team, if the ownership group votes 75%+ in favor.

Well, from a business standpoint, it's absolutely fair.  The league stands to lose a great deal of money if LA suddenly loses fans, and sponsors (which has already happened), due to profit sharing.  On top of that, from a group ownership standpoint, maybe the majority of owners have no desire to be associated with such a thing.  Would be pretty stupid to not leave the super majority an out.
