Did Conception II: Children of the Seven Stars vita over the 3DS sales in North America basically sum up it's third party problem over here?

As much as I'd love it to be true and Vita has shifted a decent whack of software units, I don't buy it at all. Both versions probably over tracked, but Vita far more than 3DS.
