Oh please!@ I love Silent Hill as well, but I think you're getting too tied down to the word "horror". Silent Hill, is indeed a Horror game, similar to Siren or Fatal Frame.
RE certainly did have it's moments. It was always more suspense than horror, but it was definitely scary at times. RE 4 and beyond just aren't scary at all anymore.
