And he's also ignoring the PSP games they worked on and collaborations like Folklore.

Which PSP games did they work on?  I considered Wild ARMs XF, but I didn't count an SRPG in the same bracket as the stuff we were talking about.

Key of Heaven as well, but again, that's more of a Monster Hunter clone and we've already seen that Japan Studio is making a tonne of those.

Is Folklore a JRPG?  I'd consider it a lot more of an adventure game.   We've seen that Japan Studio can still commit to those (i.e. Rain).

Hmmm... I think you are confusing Japan Studio with SCEJ the publisher. As far as RPGs, I think Japan Studio has only Legend of Dragoon to its name prior to this gen's collaborations on WKC and Demon's Souls.

They collaborated with Level-5 on Rogue Galaxy too.

But quite possible I am confusing them, my point remains though.  I mean, they're not developing Oreshika either are they?  The development is being done by Alfa System.  So we couldn't even be having this discussion if that wasn't what the quote was about.

I generally see Japan Studio as the go-to studio for all Japanese development.  They're collaborate internally on some stuff (Gravity Rush); externally on other stuff (Soul Sacrifice) and have purely internal development on other things (Knack).

It might be more than SCEJ just commissions stuff, but for some reason I always feel like Japan Studio has a hand in it.  Maybe I'm wrong about that.  And in which case, I'd agree with your second point that where they've really fallen down is picking up stuff to be published by them.

And in which case, it comes back to the point at hand because Oreshika is an example of such a game.
