Why should MS stop talking about something they believe they could deliver.  Sony did not stop talking about the Cell even thought it probably took later in the life for the PS3 to see that pontential then at the start.  Its not like the tech that MS is talking about is some huge new ideal.  Other companies have been doing such things for years the only difference is that MS is stating they will bring it to retail.  I do agree that MS has to deliver but there is nothing wrong with getting the word out.  I would believe with the massive R&D that MS has, they already have prototypes running.

As for the competition, it the X1 and PS4 would end today that probably would make a difference but since both consoles probably will be on the market for at least 5 years, who really knows how things might change as time goes on.

Nobody forbids MS to hype the cloud just like nobody forbad Sony to hype the Cell, but just like Sony got mocked because initially results didn't match the hype, now MS gets mocked for the same reason. It's a risk both companies obviously took into account and the unwritten laws of marketing made them accept it.
