Yep. Why waste time and money learning to optimize a console when then the 360/ps3 are completily mapped out already and the PS4/One are vastly stronger and easier to program for. Then throw in the fact that the game attatch ratio is terrible on the Wii U and you see a situation where it just makes no sense to make games for it.

Show me one piece of evidence that the wiiu is closer to the ps4 in power than it is to the ps3. Oh right, you can't. The ps4 and xbox one can both handle direct ports from PC very well (especially the ps4). The wiiu uses an incredibly week cpu at a low clock, and a high mid range card from 4 or 5 years ago.
