No, it's a remaster. As in, they took the code from the original game and spruced it up to make it HD:

Just like the games in HD Collections are taking the code from the original game(s) and sprucing it up to make it HD:

Although Wind Waker HD added more, it's still merely a remaster. Not a remake. A true remake is something like Pokemon FireRed/LeafGreen:
