I don't think you could really call FF14's sales modest ^^; Last we heard (about a week ago) the game has 2 million users, with an average of around 500,000 daily players.
Still, what you said is correct. Sub based MMOs often have difficulty achieving high sales, FF14 has just been a rare exception to the rule.
I hope they announce the number of people that have gone through with the free PS3 -> PS4 upgrade. That would give us a much better idea of how it's doing.
