I doubt it. Or at least, if they decide to go with 60fps then the resolution is going to take a huge hit (which would kinda defeat the point in trying to create top end visuals :p).
"Best in class visuals" and 1080p/60fps are two aspects no game this gen is going to see, neither on the PS4 or X1. In-fact i'd say no game of this type is ever going to hold both those stamens under it's belt for as long as the static hardware model exists for consoles.
My guess is they will go with either 1080p/30fps or 900p/30fps, depending on the amount of polish.
