The PC version have pop-in too even with SSD... so putting a SSD on PS4 won't resolve this issue... GAFers tested and it just decreased the numbers of pop-in with SSD... in the X1 case you can't change the HDD.
Overall the games runs at 60fps with a lot of pop-in... 1080p on PS4 with a little less pop-in (compared with Xbone... the pop-in are constant yet) and 900p on Xbone.
