I think this is part of the perception problem.  Sony hasn't lied.  They promised a lot of exclusives - it is the gaming public that has made the leap to these being predominantly great, high-profile tent-pole releases.  

All of this is true. They've been releasing so many games but people overlook them, expecting some to be done by studios like ND.

Really, big games by big studios take a lot of time. "no gaems" PS4 has games, just not AAA games.

That said, that really isn't worth the price of admission for anyone that doesn't have a tonne of excess cash.
