It's what they promised. And I think they started with the games before the launch of the PS4.

They did promise exclusives but mostly indies, I don't know about AAA

I think this is part of the perception problem.  Sony hasn't lied.  They promised a lot of exclusives - it is the gaming public that has made the leap to these being predominantly great, high-profile tent-pole releases.
