I'd say it's still a pretty big flop, especially when there were people saying a single version of this game would beat Smash 64 or even Melee. Also, do we know if these sales include cross-buy?

To be fair if I based a game's "flopness" off of whether or not it met the craziest predictions I could find very few games would actually be successful.  Hell Avinash and John Lucas would make it so that even the Wii was a huge flop.
