Why buy the cow when you get the milk for free. Seriously, Apple is buying timed exclusivity with a glorified banner ad. You won't see a console company get away with that.
Furthermore, games aren't a particularly lucrative venture in the first place unless you're either very lucky or very talented, Apple has no particular expertise is making entertainment content, and becoming a competitor would strain relations between Apple and game developers (see Nintendo).
