They must also be able to validate it and analyse it, you cannot be considered a serious reviewer if you act like a kid that has no understanding of the medium you are posting reviews about and just say: I liked it 10, I did not like it 1... otherwise any review would be worth as much as another.
Now for games this is a bit complicated, I have not played Titanfall, but I felt Joe's review of it was the most informative I could find... so I will concentrate on Infamous:SS which is a game I played quite a lot and liked, some reviews were downright hailing it as just amazing, while others seemed bothered by many aspects and I felt they were too harsh (especially the Rev3 games review made by Sessler right before he left)... Sessler developped a good language to talk about games over the years, he obviously has great knowledge of the subject, but the impression was that he nit picked details that usually does not bother him in other similar games (the assasins creed games have tons of repetitive and meaningless side missions, they still get high marks... despite the poor combat mecanics) and failed to enjoy the great combat system, variety of move and powers.
Now even if I really like Infamous, I could see how some people would give it a score ranging from 7 to 9 on a scale of 10... below 7 would be unfair, above 9 if debinitely over blown.
