So that's the real reason for no single player and I'm guessing it's also the reason the game is so bare bones right now. They simply did not have enough money.
As for why Sony avoided them I would guess it's because they were trying to keep system specs a secret that's the only thing I could come up with. Maybe they just didn't trust Respawn or like the desperation. Would be interesting to hear Sony's side on this.
