1) Sure, they can. The question is if they will. It's too early to say what they will do.

2) Wii ideals and PC gaming are at odds with each other, so no, Nintendo can't make a console that combines both and be successful with it. Nevermind that a prerequisite is that third parties are willing to put their games on Nintendo's machine and that's something that's not going to happen. There are several third parties who will never bother.

As for smartphones and tablets meeting the Wii ideals, nope. They are portable PCs and as such they offer the low end PC gaming type of stuff, i.e. flash and browser games. That kind of stuff already existed and was popular pre-Wii, and it didn't hurt Nintendo.
