No respect for human rights or any constitution. Privacy is a big thing, we would be drones or slaves without it. You can't measure it but you it's sure not nice to have it breached. 

Europeon governments don't say more about it because it's not controversial for most of them.  

I mean if we're talking about the UK.  The government can pretty much phonetap anyone they want.   All you need to tap a phone line is permission from the Home Secretary.

The only really exceptional things about the NSA spying is the USA's fanciest tech, and the fact that the USA vaues privacy enough for a leak to actally occur.
