4th gen, more quality games over all. They didn't have to try and do 3D worlds yet, so the developers work went into everything else. Also, the controls of 5th gen games were awful. Try playing the first Tomb Raider on any system (saturn, PS1, PC) and you'll see. The N64 controller also wasn't great to use
