by the numbers, theoretically, Republicans could win the majority of black voters by just changing a few policies. (And hispanic).

In practice, even with the changed policies,  I wonder if that would be enough.

When you look at just those issues, it would seem that way.

Those are the main social issues yes... so those are the only ones you would look at.
